My career has largely been devoted to non-profit health and human services organizations. Starting as a direct service worker, I advanced to Director, Chief Officer (both Administrative Services and Operations) and Vice President in five separate organizations.

I have extensive experience with interpreting rules and regulations, first by overseeing all licensing and accreditation for two affiliated non-profits, and then for twelve years serving first as a Senior Consultant and then as Vice President of a firm specializing in public sector government agencies and elected officials across Ohio. While maintaining a base of over fifty public sector and non-profit clients I interpreted and advised clients on Medicaid rules as well as the Ohio Revised Code and the Ohio Administrative Code.

As both a consultant and later as Chief Administrative Officer, for 18 years I served as Chief Negotiator in labor negotiations overseeing all bargaining, all grievances and all arbitrations on behalf of elected officials or administration. I developed, reviewed, conducted impact analyses, implemented and defended contractual agreements for counties, elected officials and/or non-profit organizations. As the CAO for a network of three behavioral health organizations I also provided support to the CEO while directly overseeing Risk Management, Quality Assurance, Human Resources and a non-profit Pharmacy and staff.

Finally, I served as the Chief Operations Officer for a large non-profit provider of IDD services where I oversaw all programs including Medicaid waiver services, ICF (Intermediate Care Facilities), adult day (two facilities), and nursing services. As COO I maintained responsibility for over 600 individuals and 450 employees.

I am highly qualified to serve as an expert witness in cases relating to behavioral health, developmental disabilities and other related social service non-profit or public sector industries.
