Dr. Baker is a Harvard trained, Board Certified internal medicine physician with over 20 years of clinical experience. He has an active clinical practice, and he holds an academic appointment as Clinical Associate Professor of Internal Medicine at the University of Rochester School of Medicine and Dentistry. He has also held appointments at the University of California, San Diego, at the University of Arizona, and at Harvard University. He has many years of experience teaching medical students, residents, and graduate students.

Dr. Baker has numerous publications in prominent medical journals including JAMA, Annals of Internal Medicine, and the New England Journal of Medicine. He has a broad range of clinical experience in both inpatient and outpatient medicine, in the private sector as well as in the US Public Health Service and the Veterans Administration. Currently, he works in an outpatient practice.

Dr. Baker has treated patients throughout the COVID-19 pandemic without interruption, and has extensive clinical experience in the outpatient management of COVID-19 from the onset of the pandemic.

Dr. Baker has extensive expert witness experience surrounding COVID-19 related issues. Throughout the the pandemic, he has provided expert consultation and expert affidavits regarding COVID-19 related cases. Topics addressed include lockdown policies, business closures, COVID-19 vaccine mandates, quarantine policies, hospital treatment policies, mask mandates, school policies, and others. He was active in this area when many other physician experts were reluctant to be involved.

Dr. Baker has extensive knowledge of COVID-19 related medical policy, COVID-19 vaccine efficacy and vaccine injury issues, as well as restrictions placed by authorities on the use of early treatments for COVID-19, including hydroxychloroquine and ivermectin. He has extensive knowledge of the impacts of COVID-19 policies on children/students at both the K-12 and University levels. He is highly knowledgeable in the areas of COVID-19 vaccine-related injury and complications of treatment with Remdesivir and Paxlovid.
